HAZOP study for Bulk Petroleum installation of 2no’s of 04 X 200 KL Semi buried tanks at IOCL, Guwahati AFS

Indian Oil Aviation Service is a leading supplier of aviation fuel in India and the most-preferred supplier of jet fuel to major airlines. Between one sunrise and the next, Indian Oil Aviation Service refuels over 2,200 flights from the bustling metros to the remote airports linking the vast Indian landscape, from the icy heights of Leh (one of the highest airports in the world at 10,682 ft) to the distant islands of Andaman & Nicobar. Carried out HAZOP for Guwahati Air Force Station(AFS), Assam.

IOCL-Guwahati Air Force Station(AFS) was commissioned in 1963 after being taken over from Assam Oil Company to cater the needs of Indian Air Force and civil commercial aircraft agencies. There are totally 2 Air Force Station (AFS), one at LGBI Airport (AFS A) and another one at Indian Air force (AFS B). Each stations have 4 No’s of 200KL capacity of Aviation Turbine Fuel(ATF), semi buried storage tanks, Pumps, Decantation section and topping section.

The scope of work is to carry out HAZOP study for Bulk Petroleum installation of 2No’s of 04 X 200 KL Semi buried tanks at IOCL-Guwahati AFS. The study covers the different components and equipment associated with the existing facility.

The main objective of HAZOP study is to aid in managing project risk through early identification of hazards & operability problems and to reduce the probability and consequences of an incident that would have a detrimental impact on personnel, plant, properties and environment.

 The Objectives of HAZOP are as follows:

  1. Identify the hazards related to the facility/process.
  2. Identify the credible causes that leads to accident scenarios/hazards/operability problems.
  3. Qualitatively assess the level of risk(L/M/H/S) and provide recommendations to prevent/overcome the hazards if required.
  4. In addition to these issues, HAZOP occasionally identifies parameters that could improve Unit operations and the efficiency of the process.
