In addition we provide various cost-effective concepts to achieve the design performance that won’t affect quality and customer requirements.

EPCM Services for Crude Oil Terminal (COT) at Paradip, Paradip- Numaligarh Crude Oil Pipeline and NRL-Siliguri Product Pipeline

Project Brief:

NRL operates a 3 (three) MMTPA) refinery at Numaligarh in the district of Golaghat, Assam since the year 2000. NRL is now executing a major expansion project of capacity augmentation from present 3 (three) MMTPA to 9 (nine) MMTPA. The required additional quantity of crude oil for such expansion is planned to be imported through Paradip Port in Odisha. In relation to aforesaid, a cross country pipeline, PNCPL of around 1630 km shall be laid from Paradip port to Numaligarh refinery for transporting 9 (nine) MMTPA of imported crude from the proposed new COIT of 6 (six) MMTPA at Paradip to be developed by the Contractor in accordance with the provisions of the Bidding Documents.

In order to facilitate implementation of the Project, NRL have entrusted the Consultant to provide engineering procurement construction and management (EPCM) services for the development of PNCPL and COIT in accordance with the Bidding Documents. The COIT shall consist of receiving facility from very large crude carrier (VLCC) through IOCL’s (Indian Oil Corporation Limited) Single Point Mooring (SPM) facilities at IOCL Paradip, crude oil tanks, pump houses, pipeline dispatch terminal, substation, effluent treatment plant, control room, store yard, fire water tank with pump house, fire station, administration block, provision for 30-meter-wide green belt etc., as per applicable OISD (Oil Industry Safety Directorate) guidelines, PESO (Petroleum and Explosives Safety Organization) guidelines and other relevant codes/ mandatory statutory requirements applicable for the location.
